The key question to ask is whether or not there was something that made user participation possible in the Play Group but not feasible in others and if there was, could it be translated to the other settings, or was it only appropriate for the Play Group? There did seem to be particular elements which facilitated user involvement within the Play Group; such as the history of how it was set up as a community initiative, its small size and the fact that it was a Level 1 non stigmatising service. Two other settings which are involved with Level 1 provision and are committed to community involvement but do not involve service users directly in their management are the Day Centre and the Children’s Centre. Both, however, are larger, more resource intensive operations, providing services to other levels and were not established by the community itself. The absence of direct user involvement in the management of the Child Care Team and the Leaving Care Service may be due to the lack of a manageable geographical community base. It may also reflect the fact that they are operating statutory services at Levels 3 and 4, suggesting a degree of user need and service control that militates against direct user involvement in management. However given that all four settings expressed support for the principle of user involvement in their strategic documentation it is hard to understand why none of them had devised some form of direct user involvement tailored to the characteristics of their individual situations.

Criterion 6 asks the question of whether settings were organised in a way that facilitated both effective and flexible interdisciplinary, interagency and inter sectoral working? To answer that question data was generated which examined the level and means of such co-operation in terms of: shared management arrangements; mixed staffing; encouragement and facilitation of shared staff training; and allowing the setting facilities to be used by others.
